CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION - News Release 27 December 2020

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION
News Release 27th December 2020

Cornwall's 21 Short Mat Bowls clubs who have met the English Short Mat Bowls Association's (ESMBA) 'Safe Club' status must now work to more stringent limitations on player numbers following Cornwall being moved into Tier 2 restrictions from Boxing Day.

Approved clubs can now offer the following

Singles matches between two affiliated members from different households and support bubbles may play on each rink mat, or
Affiliated members from family and support bubbles can play in an approved pairs format on each rink mat.
Supervised bowling for affiliated members under 18 and/or Disability specific short mat bowls is allowed to continue to operate.

ESMBA Insurance Scheme
Shortly before Christmas a letter jointly signed the ESMBA's Insurance partner and the ESMBA Chairman was published on the National Governing Bodies website outlining changes to the club insurance scheme from next years policy renewal.

The fundamental change seemingly being that there will be an expectation that all members of an individual club register with the ESMBA regardless of whether they compete in organised competition or not.  This is a clear change from the current policy terms which state that Club Socal Members are covered to the same extent as a playing member.

With 100's of local bowlers not having registered for the current season this change will go some way to helping the ESMBA recover some of the lost revenues from diminished player registrations.

Around a third of Cornwall's affiliated Short Mat Bowls clubs are now able to open their doors to allow members to participate in non competitive bowling after achieving the English Short Mat Bowling Association's 'Safe Bowls' accreditation.

The clubs are
West - Hayle, Helston, Holmans, Marazion, Penlee, Penzance, Porthleven, St Ives, St Keverne

The ESMBA had, when publishing its plans for the restart of Short Mat Bowls, set out a possible return of Inter Club activity in November.  With the national Covid situation ever changing clubs are awaiting confirmation that this will happen and the guidance that will support such activity.

To support local bowlers the County Association has extended the club memberships paid for the 2019-20 season through to the end of the 2020-21 season and introduced a reduced Affiliation Fee for individual bowlers registering for the 2020-21 season.

Some clubs however are not able to open for the foreseeable future with venues remaining unavailable to them.

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION - NEWS RELEASE 2 August 2020

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION
NEWS RELEASE 2 August 2020

The 30th anniversary of the formal creation of the Cornwall County Short Mat Bowling Association passed recently with the game still very much on hold due to the ongoing Coronavirus pandemic.  The CCSMBA management committee meets on Monday 10th August to discuss plans for the forthcoming season.

The English Short Mat Bowling Association has recently published its outline plan for the return of Short Mat Bowls over next 9 months however these plans may now be in doubt following last Friday's government press conference and the changes to the easing of lockdown measures announced.

Subject to the necessary Government approvals the ESMBA expects that clubs will be able to re-open for social bowling with a maximum of 4 bowlers per mat in September increasing to 6 bowlers per mat in October providing social distancing requirements can be met.  This will present a challenge for some clubs to generate sufficient revenues from playing fees to cover venue hire and sanitisation costs.

Nearly a third of Cornwall's Short Mat Bowls clubs are part of, or use the clubhouse facilities of, outdoor clubs affiliated to Bowls England.  To date Bowls England is mandating that clubhouses remain closed, should this continue into September and beyond a number of short mat bowlers may not have access to facilities to play even if Short Mat Bowls is given the go ahead to restart.  Bowls England have not answered questions on this matter, instead deferring enquiries to the awaited ESMBA guidance.

Competitive bowling looks set to return in November when Inter club activity is expected to re-commence with County Open Competitions expected to be allowed from December.  Guidance for both is to be issued at a later date.  ESMBA competitions look set to commence from January 2021 with knock out and open competitions aimed at club level.  It is also expected that qualification competitions for the National Over 55 Pairs and Mixed Fours will be able to be run at county level.  The 2020 ESMBA National Championships postponed in April this year will be rescheduled for April 2021.  There will be no local qualifying heats held during the 2020/21 season with the bowlers who qualified in 2020 expected to compete in the 2021 finals.  With the 2019/20 Inter County Championship not expected to be completed until early in 2021 it is assumed that there is no Inter County Championship in the forthcoming season.

The British Isles Short Mat Bowls Council recently announced that the 2020 British Isles Championships due to be played in November will not go ahead.  International Bowls is currently set to resume with the rearranged World Championships in Belgium during March 2021.

In recent years local bowlers have featured prominently in Short Mat Players Tour events.  Following the enforced cancellation of the World Masters in April and the early decision to postpone the entire 2020/21 Short Mat Players Tour season, Tournament Director Craig Burgess commented 'We are encouraged by the support we have received to date and would like to thank everyone. We are hopeful we can run a scaled down event at Falcon Indoor Bowling Club in February 2021'.

Short Mat Bowls faces significant challenges in the months ahead.  With a membership base that has a significant majority over the age of 65, many of whom have been shielding for a significant amount of time there is likely to be a general reluctance to return to bowling whilst the virus threat remains.

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION - NEWS RELEASE 4 July 2020

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION
NEWS RELEASE - 4 July 2020

Short Mat Bowls look set to stay on hold for the foreseeable future whilst restrictions on indoor activity remain in place affecting the venues used by Cornwall's Short Mat Bowls clubs.

An update from the National Governing Body (ESMBA) issued last Monday gave little in the way of fresh information for clubs stating that they are waiting for Government Information to be issued.  In contract Bowls England and the English Indoor Bowls Association have issued updated reopening guidance for clubs playing the longer format of the game in recent weeks.

The ESMBA has yet to confirm if the National Championships rearranged to Thursday 3rd - Sunday 6th September will go ahead.  Looking into the new season competitions such as the Inter County Championship due to start in Mid September and involving upto 80 bowlers at a venue at any one time must surely be in doubt whilst distancing measures remain.

Locally the emergency committee formed to manage the affairs of the Cornwall County Short Mat Bowling Association until such time that an Annual General Meeting can take place will meet via Video Conference on Monday 13th July to discuss next steps for the association.

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION - NEWS RELEASE 15th May 2020

CORNWALL COUNTY SHORT MAT BOWLING ASSOCIATION
NEWS RELEASE - 15th  May 2020

Short Mat Bowling remains on hold with lockdown measures remaining in place.  Locally a number of competitions from the 2019/20 season are still be completed including the Two Wood Singles, Four Wood Pairs, Area League finals, Champion of Champions, Team of Three and Rae Francis Club Team Competitions.  No Summer League competition will take place this year and this weekends visit from the Friends of Essex touring team which was to form part of the Association's 30th anniversary celebrations has been postponed to a later date.

On the National stage the English Short Mat Bowling Association has provisionally re-scheduled the outstanding 2019-20 season Nationals Championships and Inter County Semi Finals and Finals for dates in early September.  The Short Mat Players Tour season ending World Masters on the 18th and 19th April was postponed and entries for 2020/21 season tournaments are currently on hold.

The CCSMBA Management Committee met recently via video conference to discuss the current situation and how to plan for the future.  In a statement issued today the CCSMBA Management Committee noted that as the sport does not lend itself well to social distancing measures and the additional issues arising from the age profile of the membership and that it would be difficult to plan the County Calendar and program of League Competitions as usual at this time.  In response to queries from members the usual deadline of 31st May for annual affiliations and league entry fees has been put on hold and is to be reviewed at the Committee meeting in July.

Currently no play is possible with all settings, including bowls clubhouses and village halls, remaining closed.  Plans for next season will be determined largely by when these settings can re-open, the distancing measures that remain in place at the time and willingness of bowlers to return should the threat of Coronavirus remain.
